Ein religös motivierter Serienkiller treibt in Los Angeles sein Unwesen. Auf den schwierigen Fall wird der schwarze Detective Jim Campbell angesetzt. Der New Yorker Detective Allen Gamble ist ein Experte für Wirtschaftskriminalität und lehnt alle Einsätze, die über den Innendienst hinausgehen, ab.
