Als an den Flussufern der Metropole Seoul vermehrt grausam entstellte Leichen angespült werden, sind Polizei und Gesundheitsministerium alarmiert. Schon bald wird klar, dass mutierte Parasiten, die sich über das Wasser verbreiten, für das Massensterben verantwortlich sind. Schnell weitet sich die Seuche zu einer tödlichen Epidemie aus, die das ganze Land zu befallen droht. Während die Regierung die Infizierten in Lager sperrt und dem sicheren Tod überlässt, taucht plötzlich ein Medikament auf, das offenbar gegen die tödliche Seuche wirkt. Doch das Medikament ist viel zu knapp und die Aktionäre des Pharmaunternehmens verweigern die Herausgabe der Formel, um den Preis des Patents in die Höhe zu treiben. Inmitten dieses Szenarios versucht ehemaliger Professor für Biochemie, das Leben seiner infizierten Frau und seiner Kinder zu retten. Gemeinsam mit seinem Bruder, einem Polizisten, jagt er dem lebensrettenden Medikament hinterher und kommt einer skrupellosen Verschwörung auf die Spur.
