City streets are dotted with fences, which often only interfere with normal movement around the city. They like to isolate themselves from the world with an iron curtain. The film is a visual reflection and an attempt to answer the question why life in Russia is surrounded by a fence.

The film was shot over a period of three years, partly by the main characters themselves on their phones.

Nuori tuntematon mies, Endel, saapuu Haapsaluun 1950-luvun alussa. Hän on jättänyt taakseen Leningradin valtion urheiluyliopiston pakoillakseen Neuvostoliiton salaista poliisia. Haapsalussa hän saa viran opettajana ja alkaa vetää lapsille urheilukerhoa. Endel alkaa vihkiä lapsia suureen intohimoonsa – miekkailuun. Tämä ajaa hänet törmäyskurssille koulun rehtorin, kommunistisen byrokraatin kanssa. Endel oppii rakastamaan ja pitämään huolta lapsista, joista suuri osa on neuvostomiehityksen jäljiltä orpoja. Miekkailusta muodostuu lapsille itseilmaisun muoto ja Endelistä heille miehen malli. Rehtori selvittää Endelin taustan. Lapset haluavat lähteä Leningradiin valtakunnalliseen koululaisten miekkailuturnaukseen. Endel joutuu tekemään valinnan; viekö hän lapset Leningradiin ja riskeeraa oma vapautensa vai aiheuttaako hän heille pettymyksen valitsemalla oman turvallisuutensa ja ikuisen pakoilun.
