Sadat kiinalaiset pakolaiset rantautuvat Japaniin Wakasa-lahdella. Jokaisella heistä on unelma paremmasta elämästä, mutta useimmat kohtaavat vain ennakkoluuloja ja sortoa. Eräs heistä, lakia noudattava maatilan työntekijä, tunnetaan nimellä Steelhead. Hän on tullut etsimään naista, jota hän on rakastanut lapsuudestaan asti. Lopulta hän löytää naisen, mutta katkeroituu - hän saa selville, että tämä on naimisissa Yakuza-mafioso Eguchin kanssa. Sydämensä särkeneenä Steelhead ajautuu rikoksen tielle ja lopulta ryöstöt eskaloituvat murhaan. Hän päättää suojella maamiehiänsä mafian hyväksikäytöltä ja turvata heille paremman tulevaisuuden.
