Muutama sata Kansallisen vallankumousarmeijan sotilasta puolusti rakennusta valtavaa japanilaista ylivoimaa vastaan tarkoituksena antaa omille joukoilleen aikaa vetäytyä kaupungista, nostattaa kiinalaisten taistelutahtoa ja hankkia ennen kaikkea tukea kansainväliseltä yhteisöltä, joka seurasi taistelua brittien hallitsemalta kansainväliseltä alueelta. Puolustajia ei ollut oikeasti edes kahdeksaa sataa, mutta niin annettiin ymmärtää vastustajan hämäämiseksi.
