Norjalainen vastarintamies ja tiedemies Leif Tronstad vastasi aikoinaan Norsk Hydron tuotantolaitoksen rakentamisesta Vemorkiin. Kun Tronstad kuulee saksalaisten ostaneen raskasta vettä, hänen epäluulonsa heräävät ja hän päättää ottaa yhteyttä brittien tiedustelupalveluun. Yhdessä heidän on pysäytettävä saksalaiset. Tronstad kokoaa Grouse-nimisen ryhmän, joka saa tehtäväkseen sabotoida hanke ja brittisotilaiden avustamana räjäyttää Vemorkin laitos.
