Siellä ei ole väliä mikä on, sillä suurimmasta norsusta pienimpään päästäiseen jokainen voi olla mitä tahansa. Kun optimistinen konstaapeli Judy Hopps saapuu, hän saa huomata, että ensimmäisenä kanina suurten, kovien eläinten täyttämissä poliisivoimissa ei ole kovin helppoa. Miljööt on luotu kokonaan tietokoneilla ja eläimet ovat perinteisten tehosteiden ja digitehosteiden saumatonta yhteispeliä.
