James Rhodes, investigador del Gobierno Norteamericano, llega a Tijuana (México) para comprobar los problemas entre los propietarios americanos de una factoría y sus trabajadores. Rhodes cree que han contratado matones para amenazar a los obreros. La representante del Departamento de Comercio de Estados Unidos, Emily Thompson, asegura que no hay nada turbio en el asunto.
