Harry Turner babası Leonard gibi CIA için çalışmaktadır. Sahada görev almak için can atar ama sürekli üstleri tarafından reddedilir. Film 1900'lü yılların başlarında Kore - Japon işgali sırasında bir çok Kore'li aktivistin Japon yetkililerden saklanarak Çin'de yaptıkları suikast planlarına dayanıyor. Yıl 1933 Shanghai, birinci sınıf keskin nişancı Ahn Ok Yun (Jun Ji Hyun) Japon ordusunun komutanına suikast düzenlemek için komut alır. Bu sırada Kore geçici hükümet ajanı olan Yeom Seok Jin (Lee Jung Jae) hapishanede olan yoldaşlarını da kurtarmak için Ahn Ok Yun'la birlikte planlar yapmaktadır.
